I would also run a 'show ip cef switching statistics'
If the switch is using CEF, the data plane is not CPU bound, unless it's getting punted to CPU for some of the following reasons:
*Fragmentation
*NAT (not sure if 7201 has hardware NAT acceleration)
*ICMP redirect
*IP options
*GRE tunnel
*a couple of others.
