Hi Paul,
I think "Time to Remove Filters for Previously Unallocated IPv4 /8s" < https://datatracker.ietf.org/doc/draft-ietf-grow-no-more-unallocated-slash8s/> answers that.
The document is in the RFC editor queue, soon to be published as an IETF RFC.
