[AusNOG] NBN Battery backups

I don't see how passing the responsibility to the RSPs would work unless the RSPs were allowed to charge for the UPS in a rental fashion. I think the UPS should be a "premium" service of sorts. Perhaps the RSPs could rent the UPS to users, with this cost subsidised to those where the phone line is a mission critical service (severely ill people, etc…). That would be one way to ensure the UPS was maintained.

Err more interesting is how on earth is passing the responsibility onto the RSPs supposed to work?

What happens when there are two or more RSPs involved; who is responsible and who pays?

Sounds like something that's currently half baked...

Was reading over this article today and did notice the comments about battery backups.

I have to be honest and have not been following in great detail what is happening with battery backups but that said I am wondering if they have taken into account the product life cycle when you introduce UPS.

I did find this which did not really indicate who will be responsible for the UPS? Does this mean Users or ISP?

5.8 Battery Backup

In order to comply with the Government’s objectives, NBN Co will provide a Battery Backup solution so as to temporarily power Network Termination Units (NTUs) installed at the Fibre End-User’s premise in the event of a mains power failure.
Standard NTU installation will include installation of a Battery Backup Unit together with the initial battery. Going forward, battery replacement, charging, and maintenance will not be NBN Co’s responsibility. Any battery-related alarms will be passed to the RSPs for appropriate action.; <http://www.nbnco.com.au/assets/documents/nbn-co-3-year-gbe-corporate-plan-final-17-dec-10.pdf> http://www.nbnco.com.au/assets/documents/nbn-co-3-year-gbe-corporate-plan-final-17-dec-10.pdf

I know this is a small thing in the grand scheme of things but will be interesting in 2 to 5 years times when all of these UPS are not maintained.
