[AusNOG] 4G spectrum

There is a presumption of automatic renewal (at a cost) in the policy. There
has been some extensive consultation around this I believe and the
government is not keen to disrupt the amrket by taking spectrum away. It
only obliquely threatened this if Telstra refused to play ball with the NBN.
