OK basically there is a plan to issue 700MHZ spectrum for 4G in 2012/3
Telstra is refarming 2G spectrum for LTE in the 1800 band. The reason it can
do this is because nearly all its customers are on 3G and it doesnt need to
use 1800 for 2G any more. This is actually a big deal globally as it means
that the development of LTE isnt contingent upon new spectrum releases -
Telstra is creating an incentive for the kit makers to push LTE out into 2G
bands. (It also has the intended effect of reducing the Commonwealth's
bargaining position for spectrum)
