[AusNOG] Final /8 allocated to APNIC from IANA (103/8)

The IANA pool went to zero because APNIC got the last two /8s which dropped the pool to the last 5 /8s.

However, APNIC currently has a specific policy about the last /8 which means it won't drop to zero as it changes the allocation scheme to a /22 for each APNIC member who can justify more space.
