Often various NZ telco's route traffic via the cheapest path, not via the fastest.

So "random NZ Telco" buys a heap of transit that exits in the US, so the path is NZ->US->AU = latency.

Vocus (according the article) is going to buy up a heap of NZ-AU capacity and put a peering exchange on it.  Those that peer will see better latency because they are no longer beholden to "random NZ Telco" 
for their transit to AU.

Perhaps you confusion comes the fact that Vocus is offering this new service to address issues for service providers, not their own clients (as they already have dedicated capacity on that NZ-AU path).
