As per previous comments: first right of refusal would seem to be poor tactics for the Govt. If the NBN was worth a damn, sell it on the market. If it wasn't you'd have to rely to Telstra being bad at maths and over paying.
On the article: a Dixer to the NBN's mortal enemy does not a rumour make. Is that all anyone has?

Well - I'll give you the first public airing of the rumour can be found
in Commsday's interview with Tony Smith on 20th August 2010 where the
direct question was asked:
"CD: There are rumours of a secret deal that would see Telstra get first
right of refusal over the NBN
should it come up for sale. If that is true, would a future Coalition
government honour that?"
So I've given you a source - so how about you give me an answer.
