There's a great deal of difference between a voluntary code of practice and mandating/deploying an all-Australia, inter-SP botnet quarantine system.  Seems as if the journalist and/or the Obama Administration have confused these things.

One had assumed the ACMA thing was what was being referred to in the article, however inaccurately - thanks much for the confirmatory pointer!
