Australian ISPs are already compelled to hand over details of alleged infringers
in response to order 15A applications under Federal Court rules.

The article says the leaked proposal is silent on judicial oversight.  It could be
said that the Australia status quo is therefore already conforming with the
requirements of the leaked document.
