Hi Darren,
Regarding incorrect contacts, under the APNIC membership agreement,
members are obliged to provide correct and valid contacts to APNIC for
registration. When APNIC receives reports of invalid contacts, the
member services team notifies the member concerned of the need to update
their invalid contact details. A notification email is also sent to the
person reporting the problem to advise that we have followed up on their
report.
As Terry has pointed out, there's a proposal currently under discussion
at APNIC related to regular updates of contact data in the APNIC Whois
Database:

Feel free to comment for or against it, ask questions about it, or
suggest ways to make it better. You can do this now on the Policy SIG
mailing list or online or onsite during the APNIC 30 meeting, 24-27 August.
Also, please note that the deadline for proposals to be submitted to the
Policy SIG mailing list is next Monday, so please expect some more
proposals to be appear in the next few days as they are finalized. It'd
be great if you could comment on those proposals too. To comment on the
