The filter is not defining anything as illegal.

Its doing a sneaky end-run around it.  It is "just" blocking access to 
RC content, not making RC illegal.

So there is, as far as I am aware, any penalties for viewing content 
blocked by the filter - because its not actually illegal to view it.

However, I can see a rapidly approaching time where once (if) the filter 
is in place, they will proscribe penalties for bypassing the filter.

But still not make the actual content illegal to view.
