My summary of the Government's plan:
ACMA will maintain a list of URLs which (they believe) have RC content.
To implement filtering, an ISP needs to check standard www requests
against that list, and block requests for URLs on the list. Or send
all standard www requests to someone who does filtering.
ACMA adds URLs to the list when people complain, if ACMA decides that
the URL complained about has RC content.
