It looks like RIPE RIS (I don't think this is unusual, I think APNIC and RIPE collaborate on debogonising) are announcing some prefixes inside 1/8 now, and started doing this today.
sovgw1#sh ip route 1.0.0.0 longer-prefixes

1.0.0.0/8 is variably subnetted, 4 subnets, 3 masks
B 1.2.3.0/24 [20/0] via 93.174.159.9, 09:58:25
B 1.1.1.0/24 [20/0] via 93.174.159.9, 09:58:25
B 1.50.0.0/22 [20/0] via 93.174.159.9, 09:58:25
B 1.255.0.0/16 [20/0] via 93.174.159.9, 09:58:25
Can't wait to hear some results. :-)
sovgw1#ping 1.1.1.1 repeat 20
Type escape sequence to abort.
Sending 20, 100-byte ICMP Echos to 1.1.1.1, timeout is 2 seconds:
!!.!..!....!!!!.....
Success rate is 40 percent (8/20), round-trip min/avg/max = 16/19/20 ms
