[AusNOG] New list charter from the AusNOG Board

As I mentioned before, if someone signs up to the mailing list at any time
AFTER 02:00 on the first of each month they would not even be aware of the
charter's existence until receiving it the next month.

Thus, suggestions that were posted earlier such as having the charter mailed
to you upon signup, as well as having it on the main website should be taken
into serious consideration.

Sorry Sean, but that's incorrect.  The list has always had a charter and it
is mailed to you on the 1st of every month. The change is to refine some of
the wording.
