While I don't disagree with your comments regarding education aiding in not only reducing load but generally bettering health, if you think it's going to fix the problem you are delusional :)

The number of people seeking health care is only going to increase in line with population growth.

Hospitals need resources, be it funding, incentives for people to train (not just doctors, we need more nurses) and political support from competent ministers.
