I wasn't suggesting, nor supporting, locking out the entire range.
That would be irresponsible given particularly these measurements.
The fact is we are nearing v4 exhaustion and we have to start using
things we wouldn't previously.
We need to do more work, identify the clutter, and start cleaning
things out. Things are going to get tighter.
