For sure - this is the second big surprise. Whatever you think of his
efforts so far, noone can complain that he's cruising, and he seems to
run a fairly leak-proof ship.
When everyone was expecting an announcement of a winner of a $4.7B FTTN
network, he announces a new process for a $43B FTTH instead - just as
many were asking for.
Now when we are told that new legislative changes will be released for
comment 'could be within a few weeks', he comes out with this only a
couple of days later - and I'd hazard a guess that this goes much
further than anyone could have expected, let alone hoped for - and very
little prior indication of the scale of what was coming out in either case.
Reminds me of the old saying "Be careful what you wish for - you just
might have it come true"

(ps no idea what happened with the ausnog list posting delay - the
message didn't appear on Ausnog until two hours after I sent it!)
