Thanks for the clarification in info about public/private peering - I wasn't really expecting a truly comprehensive listing, I meant authoritative in terms of it being widely recognised as a resource.

I wouldn't use the word "authority." It is, however, a community-maintained
answer to the question you've asked. :-)
One thing it doesn't list is private peerings. The terms of those arrangements
are often confidential too, so you may have difficulty finding out about them.
Some of them carry non-trivial traffic volumes.
