Looking at the article in more detail Grahame it looks like what you have been quoted on saying is 100% correct and it could certainly slash International Transit costs in half without a doubt so I take back my previous statement about you kidding yourself.

It's just the News Corp slant they have put on the story which makes it seems like the end user would receive a substantial drop in the monthly price which I can't really see becoming a reality anytime soon.

Cut in half does not necessarily mean take the current industry RRP and divide it by two - you could take the existing quota and increase it by 50% without increasing cost to the EU, specifically where you own the infrastructure. As I keep reminding customers however, regardless of who owns the infrastructure there is always an AGVC like component in terms of Inter-Exchange / Intercap capacity.

PPC-1 is going to be fantastic for increased international bandwidth but bringing the price of broadband down by half, that's just plain ridiculous.
