Yeah, I really should have known better... :)  That's what happens when you
let the Americans come up with the requirements, although in fairness the
last time I was involved in buying bandwidth the going rate was 19 cents/meg
(yes, you all know who I mean!)

Lets go with the type of definition that a marketing department would come
up with, rather than one that a techie would call Tier 1.  :)

(Big 4 and/or excellent connectivity to multiple of them, and preferably
their own international network to at least the US)
