There are ongoing costs that you must cater for at times other than joining
- although a lot of costs are front stacked, the costs of scaling the
exchange, and supporting the legal entity, etc. are going to hurt if you
only bill participants at joining time.

This might be a mistake, as it creates a financial incentive for your
participants to NOT use the exchange. :-)
