Forming companies and hiring staff based on a bid for something that you may
not win is not something I would call a sound business plan..... Wouldn't it
be expected that a fail to win would result in the company being wound up?

I assume by this announcement they have no plans to reimburse the bidders
who spent upwards of $10M investing in detailed bids, forming companies and
hiring staff for nearly 2 years then?
