Thanks for your feedback and suggestions. I understand the situation you are
in, as we have received similar comments from some other members. In fact,
APNIC is currently implementing a project to address such filtering
problems.

The approach we will take is based on that used by some other RIRs. It will
involve making several announcements from each new range, then checking the
visibility of the ranges to identify any filters in place. APNIC will then
try to contact the ISPs using the filter to encourage them to update their
routers accordingly. Although APNIC will not be able to guarantee that all
routing filters will be updated before allocations are made from new ranges,
we do hope that this project will improve the situation.

Regarding your suggestion to announce new ranges six months before APNIC
starts making allocations, I'm afraid that will not normally be practical. 
Various factors (such as the size of allocation we receive from IANA, the
available address pool, and the request rates around the time of the
allocation) affect how long APNIC is able to wait before making allocations
from new ranges. In some cases, this may be as little as one month from the
time we first announce receipt of the allocation.

Thanks again for your input. We would certainly be interested in hearing any
other suggestions for dealing with this problem.
