[AusNOG] Internet Interconnection Record Keeping Rule

Hello,
Under the Internet Interconnection RKR Designated ISPs (Telstra, OPTUS,
AAPT, MCI for example) are supposed to report things like :
- the identity of a network operator who requests in writing for a
contract or arrangement that concerns an interconnection service; and
- the reason why that request was rejected.
I was wondering if anybody had approached their friendly Tier 1 and
asked for (in writing) peering at some level.
Knowing the rules of the RKR it would be interesting to see if the
designated ISP had passed along those details in their quarterly reports
and if the reasons given to the network operator were the same as those
recorded in their quarterly returns.
Any feedback welcome.
