It is indeed the innocent form of advertising for some party to help defray costs as opposed to 'being a colo provider'. It has the possibly spammy format it has in order to convey concisely what it is I'm offering. 

I've since read what I take to be the list charter and I put it to that you I am : 

"A network operator (not a vendor) ... notifying of... surplus networking or data centre related ... components" 

Which of course, hinges on 'components'. On reflection, I grant myself a reprieve. 

Some may argue for and some against. Regardless, apologies to anyone who's taken offence.
