The difference being is that the prefixes associated with those addresses are injected into the BGP propagated internet routing table at multiple points. A packet forwarded to 1.1.1.1 from any one point on the Internet should only reach a single actual endpoint (if the routing table is stable at that point of time) and hence expect only a single response.
