If i moved a mobile number from vodafone to optus but still have issues with getting short codes and also sms sent from vodafone network, who should be able to fix that? New carrier or old one?

Short codes and sms both are still recieved on old vodafone sim. Obviously both carriers are pointimg fingers i just dont know enough about porting process to pressure on or the other.<br>
