I think it depends.<br>

If you are getting a wholesale SIP trunk, then yes i think there is
generally a full trust relationship, but if they are an end user
(whether residential or business) I think it would be more common
that the CID is set on the providers end and ignores anything from
the CPE (even if it is another full blown PBX). I know this is how I
conduct my end users (but it is 99% residential VoIP) and im sure
many others would do the same or have limited process (Like Ben
pointed out) to get approved number(s).<br>
