<div dir="ltr"><div>The OECD preferred model for utilities is to have government monopoly on the wholesale infrastructure (monopoly on utility infrastructure is inevitable due to economies of scale, but when run by government, the monopoly profits go into central revenue so back to the people that payed for it is the theory, and the government is answerable to the voters for proper management of the monopoly).<br><br></div><div>What NBN should have been was national geographic wholesale connectivity, while allowing competition for retail.
