There is already a big duct into every house, the sewer!  :-).  Perhaps Melbourne Water could start rolling out FTTD (Fibre To The Dunny) ....Could even train rats to do the pull through's of the fibre...<br>

Perhaps rather than FTTx the govt should have rolled out TTP Tunnel to the Premises.<br>

Put in a nice big dedicated service duct to everyone's house.<br>
Run everything through it power/water/sewer/data.<br>

Fibre on demand would be pretty easy then, it might even be feasible to have multiple competing providers in a region, and the govt could collect lease money from the service providers.<br>
