<p>In the US that court is a secret court so its judgements are not open to scrutiny. They also have a stronger culture of suspicion against government, not to mention various constitutional protections.</p>
<p>My theory is we have certain 'hangovers' from our days as a penal colony.</p>

<p>Federal, state and local government agencies accessed metadata more than 300,000 times during the last financial year, but agencies have argued that this type of information is increasingly unavailable.<u></u><u></u></p>
<p> <u></u><u></u></p><p>The proposal attracted the ire of civil liberties groups and the Greens, which argued that the warrantless system infringed on the privacy of Australian citizens.<u></u><u></u></p><p> <u></u><u></u></p>
<p>Though the committee did not make a decision on the matter, it urged the government to publish draft legislation on the proposal that would ensure that security agencies are unable to access the actual content of communications without a warrant.<u></u><u></u></p>
<p> <u></u><u></u></p><p>It also said any legislation should ban agency access to internet browsing data like website addresses, and that the government should reimburse telecommunications companies for the cost of establishing such a system; a key sticking point for companies like iiNet.<u></u><u></u></p>
