It still has to be justified... but it isn't exactly that hard these days.<div><br></div><div>Portability is the number one justification in my opinion. Usage is second. And you don't have to justify the usage I believe if you have a genuine need for portability (peering, multiple ISPs, etc).<br clear="all">

I was under the impression you still needed to justify 75% use within 6 months or something, and that it was actually scrutinized.
