Sure, but the other value proposition for peering is also performance.  It's efficient routing and uncongested connectivity to a whole mess of ASs.  When EA was hosting at Webcentral I used to get 11Mb/s downloads to my desk.<div>

      There seems to be more value in pooling smaller ISP's together  to
      go to transit providers as a group. We have had some success
      negotiating some better prices in that situation. <br>

      As to the fight between PIPE/VOCUS It sounds like interesting
      gossip The business man in me says this is their  business but the
