I think part of the problem is you can't just isolate everything and "turn off" a power station, you either have to gradually isolate sections at a time, or prepare to have load shedders running to dump all the excess power while the turbines spin down. They probably didn't have enough capacity to isolate everything all at once so started powering off sections at a time, and it just happened that section flooded before it could be isolated.<div>
