The reason it can do this is because nearly all its customers are on 3G and it doesnt need to use 1800 for 2G any more. This is actually a big deal globally as it means that the development of LTE isnt contingent upon new spectrum releases - Telstra is creating an incentive for the kit makers to push LTE out into 2G bands.
