<div>The legislation seemingly applies to any form of network upgrade, not just the "major" ones. So you might have upgraded to 3.0 but still be recording less than 25Mbps committed information rate or whatever measure they choose to use but then implement a new iteration of the standard (for example, upgraded channel bonding or node splicing to accomodate growth) and then be captured by the clause.<br>
