government (through PMG etc) built the last comprehensive LMN in the country
whilst it had a monopoly. TLS has done little to it since.</DIV>

they now have ADSL2 and 2 HFC networks where other areas have nothing. I

there has been so little investment since. The regulations did not
encourage the risk associated with deploying an alternative network.
Telstra simply followed Optus down every street they went to and because they
already had a relationship with the customers and were offering the same
product at the same price kept the customers. The same may also happen
with NBN in one form or another</FONT></DIV>

in government by calling tenders for the provision of services in geographic
regions along with giving a regulatory honeymoon period where the network can
not be over built along with the necessary regulatory open access guidelines
