[AusNOG] Swap Beer for Doubling/Tripling Included CVC

Mine are not ISP dropouts - they're NBN infrastructure failures.

It takes out Foxtel and Internet at the same time (no, I'm not using
Foxtel for an ISP!).

When Der Blinkenlichten on the NBN NTU actually stay  on the ISP is
fine. Trouble is, they far too frequently don't.
