[AusNOG] High latency between TPG and Vocus - Victoria

Yep, it indicated asymmetric routing, with a jump in latency
between 124.19.61.161 and 220.101.79.194, along with the same packet loss.
Interesting those are both Optus... Thankfully whatever was going on seems
to have stopped with packet loss and latency back to the more normal ~20ish
milliseconds again.
