I've logged an incident to Microsoft already. One of my customers have provided a traceroute for me and a Private IPv4 Address appeared after reaching Telstra's Infrastructure???

Can't tell if private addresses are the cause of your latency
problems, however you shouldn't ever be seeing them if Telstra are
providing you with an Internet connection. They really shouldn't be
used for private cloud interconnects either just because they could be
filtered by default by devices such as network firewalls.
