Many building managers still see the MDF as property of Telstra, and will happily open
it for a Telstra tech and nobody else.

I've usually found getting the customer, as the tenant in the building, to contact the
building manager and make an appointment for access for their service provider, is the
way to clear the path and get the door opened.  The tenant has a relationship that a
random service provider does not.
