[AusNOG] Telstra CSX cloud

it's affecting our messaging platform too (tim.telstra.com) so we can't
send out SMS 2-factor auth codes at the moment.
have confirmed with our account manager that it's the CSX outage causing
the issues and there's no ETA for resolution at the moment
