There shouldn't be enough packet loss for this to occur.

If there is, then it may be the first visible sign of other problems that
will exist that are being hidden by packet loss recovery mechanisms e.g.
TCP retransmits,  DNS over UDP retransmits. They incur delays, meaning
interactive performance of applications may also be suffering. The
interactive performance might be tolerable with these delays, but it may
not be within the transaction ideal of 100ms.
