Have you added adjust-mss rules for the EOIP tunnel? (and also on any vlans
on it)? If not, it's likely to perform horridly.. (adjusting MTU won't help
unless you're adjusting MTU on the hosts on both ends which are talking to
each other)

/ip firewall mangle
add action=change-mss chain=forward new-mss=1410 out-interface=eoip-sydney \
    passthrough=yes protocol=tcp tcp-flags=syn tcp-mss=1411-65535
add action=change-mss chain=forward in-interface=eoip-sydney new-mss=1410 \
    passthrough=yes protocol=tcp tcp-flags=syn tcp-mss=1411-65535

on at least one end should do it. (adjust mss as appropriate for your
usable mtu)
