[AusNOG] QinQ on Telstra Wholesale EA Fibre Services

There is a pretty extensive document from TW that describes all the tagging
actions. There is also a follow up describing redundant head ports and new
double tagging options.

Because it is such a PITA to change after the fact I prefer to have it
tagged from the get-go with a standard VID.
