It's interesting how a simple question can create a somewhat educational thread.

FWIW, I've always worked on 300ms with satellite comms, seems to cover most scenarios.

It's *generally* 250msec up and 250msec down.  
.5 sec round trip for sat only mostly straight 
up-n-down at the radio.
