You are missing the point.  No one THINKS any of this should 
happen.... but it can and does. It is then you have to deal 
with it.

My point is a hospital, in particular, should never allow 
itself to be put in that position; no backups, etc.  In the 
same way it should never do other stuff like allow a 
contagious doctor to work on people.  For a hospital it 
should never happen.  Ever.
