Nope.

The point of my slide on Friday wasn't to blame customers, it was to
set out how things really are, and what can and cannot be influenced
performance wise, so that when customers want to know why they aren't
getting the performance they think they're paying for, they can
understand why. Once they understand why, they'll know who is
responsible.

Objectivity and objective evaluation has been one of the main things
missing from the whole NBN debate.
