Well, as usual, “it depends” :)
If the traffic is taking symmetric paths, then it’s ok.
If it’s asymmetric, and you’re downloading from the cloud, and the traffic takes a transit connection path instead of peering path, then you’re filling up your transit which is more expensive. But the trace you see is taking the “honest” peering path, hence the confusion.
